Manufactured weapons and secondary natural attacks

Is it possible to use a secondary natural attack as part of a full attack sequence using a manufactured weapon?

I seem to recall from discussions of warforged that this is possible, the natural attack being made at -5 and the weapon attacks being unaffected, and the lizardfolk entry in the monster manual seems to support this, but I can't find an explicit ruling in the SRD.

I ask because I'm creating a 12th level kobold Dragon Shaman who has taken the Dragon Tail feat from Races of the Dragon, gaining a tail slap as a secondary natural attack.

According to the FAQ, yes, but the SRD is silent on the issue AFAIK. You are right that the secondary natural attack is at -5, unless the creature has the Multiattack/Improved Multiattack Feats to reduce the penalty.

Absolutely! So long as the natural weapon isn't ... inconvenienced ... by the manufactured ones. (For instance, you can't use the claw attack that comes from the hand which is also holding your sword.)

One further question: If a creature's only natural attack is a secondary attack, does it add 1.5x, 1x or 0.5x its Strength modifier to damage with that weapon? Does it make a difference whether it's using it as part of a full attack with a manufactured weapon?

0.5x, and no. Secondary natural attacks take a penalty to attack rolls and only apply 0.5x their "owner's" Strength bonus to damage, regardless of whatever else you're doing at the time.
