Shouldn't it have a saving throw or at least SR against the initial casting? It seems to be some sort of curse like effect.
It's Necromancy and it sounds almost identical to Mark of Judgement that has both a Will save and a SR Yes entry.
If anything Mark of Judgement should be the one with no Will save of SR since it's main effect is not on the target but on the people that attack the target of the spell.
