It is. But it can be soloed or played with other players. It's a lot more solo-friendly than, say, CoX (which I can easily solo with my Dark/Regen Scrapper, but every other archetype I've played thus far has a lot of trouble, especially in CoV where so many high level missions are AVs/EBs).

There are only a few quests in GW that aren't easy to do solo, and even those got quite a bit easier to do with the introduction of Heroes in Nightfall and EotN (who are like like Henchmen- as opposed to Hirelings- in D&D terms. Smarter AI, customisable equipment, skills, and classes).

It's possible to do just about 95% of the PvE content in GW solo. That's all the storylines in all 3 campaigns plus the Eye of the North expansion, nearly all the secondary quests, explore all the maps, and finish nearly all the EotN dungeons. There's only a handful of top-end areas where you really need to form a group with other people.

Further, the game is fully instanced, so you'll only see other players (who aren't in your party) in the towns. Once you go outside, it's just you and the monsters.
