Mastercraft items in a Lowmagic Game

I'm playing in a very low magic game. Our GM is very conservative with magic items, but in the spirit of giving us something to make up for the loss, he's instituted Mastercraft items into the game. There's a pair of Scimitars out there that my Pc lost an opportuity to buy, nearly a year ago. She's still looking for them, and they aren't magical in the least. However, they do grant a +1 Enhancement bonus to Hit, are effectively Keen, and are finessable weapons that still count as one-handed weapons.

Now, only one PC so far has had an inclination towards the Craft skill, and they're still 5th level (The rest are 7th), so Mastercraft is out of the question. Because none of the PC's are capable of it, the GM hasn't given us (or made up yet) the rules for Mastercrafting, but so far I understand it to be an added level of difficulty for each 'Mastercraft' placed on the item. +1 to hit is masterwork, but that +keen is MC, and +finess is a second MC. +1 to damage would be another, and the DC would be getting pretty crazy after that.

What do you all think of these ideas? In a low magic game, you need more than just a +1 to hit from Masterwork. Without magic, you need to push your equipment further. We can't rely on magic, so we have to put our money into well made toys, and rely on them to keep us safe. It puts a new spin on the game, and it makes it more fun for me, at least (I like playing with new equipment, how old-school..)
