Maximum Non-Epic Skill Bonus from Magic Items?

In the ELH, it says that you can have non-epic magic items that grant skill bonuses up to +30. Has this changed in 3.5?

It is still +30, way to high if you ask me, but they changed the cost of crafting it. I beleive it is now 100gp*(bonus^2).
