(Mayfair) Chill RPG question

Can anyone explain to me please how Specific Checks work? I am reading through a copy of the Mayfair edition I bought from my local Half Price Books and I am confused as heck in trying to determine what level of success rolls come up as.

I'm sorry no one was able to respond to your question. I really wish I'd picked up the Chill book when I'd had the chance, but I didn't take that opportunity at the time thinking it'd be an easy find afterward. Boy, was I wrong.
