I don't think Matt is trying to say that he's inventing new mechanics here, but that he's doing things with a specific goal in mind. I just watched his "edition wars" stream where he says the game will call out other games like Shadowdark as being better options for other kinds of games. He's doing his own thing and hopes other people will like it and want to come along.
