Can a melee weapon with the 'Defending' enchantment give an AC bonus against ranged attacks from advanced or enegy weapons (given sufficient hardness and hp)? Is it the magic or the character that moves the weapon??

Yes; you have to move the weapon (IMO) and the hp and hardness of the weapon make no difference. (The magic protects it.)

Per the Dragonstar setting (my campaign), shields don't count for AC against advanced ranged attacks (unless it is a tower shield) because a character cannot move fast eneough to block a bullet.

Would a weapon with defending be able to circumvent this rule, since the magic helps (possibly moving the weapon on its own)?

Since it's magic, I assume yes. The thing might even be deflecting energy beams (meaning the sword doesn't even have to move).
