I say 4-6 HD (Tiny), 7-8 HD (Small). Just because.

I think Stealthy is a better feat for them than Alertness, but I also suspect we should give them Weapon Finesse as a bonus.

Advancing to Small is ok for me, too.

They get 2 feats plus WF as a bonus. So we could go Alertness and Stealthy. Another alternative to go with Strong Flier would be Endurance or even Run.

Feats: Endurance, Stealthy (Weapon Finesse already there as bonus)

CR: 2 (or 1? They can't put much damage out, but they're going to be hard to hit.)

I think CR 2 is fair, since low-level characters need a lotta luck to hit it. On top of that, it has a fantastic Reflex save and just slightly-below-average spell resistance.

At CR 2, it's not bad to have any SR. Looks done, I think.
