Can a metamagic feat (such as enlarge, extend, etc.) be applied multiple times to the same spell?

Also, how does the feat that increases the spell level for the purposes of saving throws work in conjunction with other metamagic feats? Is a quickened fireball boosted to 8th level be an 8th level spell or a fourth level spell for save purposes?

Yes. All Metamagic Feats are transparent to each other. They're all applied to the base power.

Thus, an Empowered (+2 levels), Empowered (+2 levels) Fireball is 10d6 base (for a 10th level caster). Each Empowering will do an additional ~17.5 points of damage.

Heighten is applied to raise the base spell's effect. Thus adding it to the example above, a Heighten (+x, in this case +2) Empowered (+2) Empowered (+2) Fireball would be a 9th level spell but be treated as a 5th level spell with respect to saves and its ability to penetrate Minor Globes.

A quickened fireball is a 3rd level spell in every way, except that you have to use a 7th level slot to cast it.
