Metamagic & Sudden Metamagic

A buddy of mine is considering designing a campaign and is rifling through my books. He asked me a question I don't have the answer to (for a variety of reasons).

His question:

Do the effects of Metamagical Feats stack with their Sudden analogues? IOW, If you have a Wizard who uses Empower spell when he memorizes a spell, can he use Sudden Empower to further improve the spell?

This seems somewhat contentious (and there have been several previous threads on the subject), but I'd say no. The Sudden Metamagic feats duplicate the effects of the Metamagic feats, that's how they are worded, so IMHO it makes no sense for them to stack that way.
