Rules question. If a illuminarian(sp) from races of destiny was a 7th level cleric and wanted to cast a 3rd persistent spell by using their sigil to spend turn attempts to pay for persistence, would that be correct even though the cast can't cast 9th level spells?

You COULD elaborate Dandu, like saying:
"Since the meta-magic feat is accounted for without raising the spell slot, the spell is never considered to be any different than level 3."

I like learning from you, as you see very knowledgeable. Even though you help out almost everyone, in almost every thread, you should still elaborate. =D
 

So, one could come up with a feat, say Metamagic Savant, Choose one metamagic feat, with that feat, you can substitute the spell level increase with spell level slots?

So if you were level 11th, and wanted to cast a persistent level 3 spell, it would use a spell level 3, and a spell level 6 slot.

If you apply a meta-magic feat to a spell, but pay some other cost for the meta-magic feat, then the spell and the spell slot it takes up stay the same.
NORMALLY the spell level stays the same for determining factors that rely on the level of the spell, but the spell takes up a slot three levels higher. So you would memorize it at the beginning of the day in a 6th level spell slot, but it would still be considered a third level spell.
So if you have some way of paying for Intensify Spell (Maximize, then double all numeric effects), you would memorize a spell in its normal spell slot instead of a slot 7 levels higher, but would still get the effect.
An example would be, you cast disintegrate (level 6 spell) as a level 11 Wiard, and apply Intensify Spell metamagic feat by paying for it with some special ability or feature, so you can have it in a level 6 spell slot instead of a level 13 spell slot, and it deals damage equal to 2(6(11*2))=264 damage. Seems a bit overboard for a level 11 right? Wrong, because just think about what you are paying for that meta-magic feat to keep the spell slot the same. 10 Constitution damage (would kills most casters)? 20 Turn undead attempts (most classes don't get this many max turn attempts)?

There are several ways of applying meta-magic feats without increasing the spell slot, my favorite is Eldritch Corruption, which lets you apply any of four meta-magic feats by having an ally take 2 constitution damage each.
