Miasma question

If I Miasma (from Masters of the Wild) a juvenile red dragon, what can the dragon do while under the spells effects? If cast by a 7th level caster the dragon should have no problem outlasting the spell (it can hold it's breath for 38 rounds without rolling) but does the spell limit it's ability to breathe fire or bite? And just to verify, there is no saving throw, just the holding-your-breath checks after 2Xcon rounds, right?

Also, is there any difference between holding your breath while doing something tiring like fighting or swimming and just sitting down and seeing how long you can hold your breath?

It seems like a very good spell for a 7th level druid.

It is considered one of most horrible broken spells ever by some. Yes, technically, misasma doens't allow any actions except coughing and spitting, so the dragon wouldn't be doing anything.
 

Frankly a little too good. It was written rather poorly and as such is very ambiguous. The impression I get is that you can do nothing but hold your breath for the duration of the spell. This means that you can take no other actions, otherwise you get into oxygen consumption and how much time do actions take off of your hold breath limit, etc.

I just plain don't use it. Unless it is errata'd and there is a clearer description for it, it seems to be much more trouble than its worth.
