Ah, I had missed that detail.
And the spell doesn't need to be on the spells known list, IIRC. So for the wizard it adds some spontanious casting, for the sorcerer it adds spells known. I'm guessing it favors the sorcerer more, but It's not something I would turn down as a wizard either.

No, the spell does need to be on the class list (MIC 224). So I couldn't give my conjurer a Runestaff of Enchantment and expect him to make good use of it, as enchantment is one of my banned schools. Similarly, things like warmages, beguilers, duskblades, and assassins get reduced utility from the staves as a consequence of their smaller spell lists.
 

It does need to bee on your class list, but the spell doesn't have to be one of your Spells Known (for a sorcerer) or in your spell book (for a wizard)..
