Did you miss writin something? The "*" at the Psychokinetic powers probably mean something? (Like: He can't actually use this power, because, beeing undead, he doesn't have a constitution score and can't manifest powers linked the this ability score)?
I suggest making him a Telepath - After Mindblasting some opponents, he can brainlock or charm them (yes, I know, he can also charm them as a vampire or mind flayer, but he could manifest "Schism", that would allow him to use his regular action manifesting some powers, and his "mental" action using his Vampire/Psion Powers...), so he can enjoy their brains. (Who cares for two round or three round extracting, when you're among friends?)

Mustrum, Yes I did forget to mention that the powers marked with an * are her psychokinetic powers. Yes there is a bit of a quandry as to what to do about undead not having a CON score. The Psibook says that as undead have no CON score they can never use psychometabolism powers (assuming this is a typo and supposed to say psychokinetic) I did not like this limitation, so I used CHA in place of CON, similar to the way undead casters do this for the concentration skill. Ofcourse if you don't like this, she could easily be a very nasty telepath.
