But then, think of the creatures with no Constitution score. Should it really be possible for them to "concentrate" using their Charisma score? Isn't it beyond belief that personality rather than stamina would allow successful casting of spells in stressful situations? If one stat (Charisma) can be stretched to "do-fer" for another needed stat (Constitution) in one situation, I do not see a problem with letting almost any other stat replace a missing stat, if there is an at least so-so explanation.

More so in the case of Sorcerer, Bard, or Cleric spells which do not require any Intelligence score to operate. The only exception to this in the whole Core Rules is the Feeblemind spell description which reduces both Intelligence and Charisma to 1 and prevents all spellcasting. To my mind this either means Clerics need Charisma or Intelligence to cast their spells (but even then, only one of those scores need be above 1 to allow such spells) or the spell should have called out that the restriction on spellcasting was a different effect not related to the ability score reductions. Maybe the Feeblemind spell should have also reduced Wisdom to 1. What the Feeblemind spell does, though is a holdover from previous editions where the casting stats were only Intelligence and Wisdom; and the spell would have been too strong if it also popped your Will saving throws (no more bonus and -5 to the base). It is interesting that you can still use your Wisdom-dependant skills like Heal, Sense Motive, and Profession while under the effects of Feeblemind. Of course DM imposed penalties might preclude such use, but that is up to the individual DM as a house rule, it is not core or it would have been mentioned.
