I have seen that problem. It was the first mini I painted after getting back into the hobby. I used Testors Glosscote and then Testors Dullcote for a matte finish. I think the problem was that I was too liberal with the spraying, that I built up a wet layer of Glosscote that liquified the paint beneath. Ever since then I have been much more sparing, using multiple coats if necessary and occassionally drying with a hair dryer between coats. I havent had the problem again.
Since it was at a time when I didnt know as much as I do now about paints, I am not absolutely sure this was the cause. It could be a strange superstition that I have built up after that first experience. Like a baseball player and his lucky bat or something.
