Minions and Reaping Strike

So, the dwarf pregen has Reaping Strike which inflicts 3 points of damage on a miss.

Minions have 1 hit point, but something about never taking damage on a miss.

What's the deal? Is Reaping Strike an instant minion killer?

Reaping Strike: Inflict 3 damage on a miss.
Minion: Never take damage on a miss.

Is this really a difficult concept? Minions never take damage on a miss.

Minions never take damage on a miss ...
Some powers (and class features) deal automatic damage without an attack roll, though ... so those are guaranteed minion killers.

Yeah, never taking damage on a miss can suck at times. When I first ran my group through KotS, the wizard used acid arrow on the group of minions in the first encounter on King's Road....and missed. Wasted his daily >.<
