Basically, yes. Depending on how many images there are, a d3, d4, d6, or whatever might be easier than always using d% though.

Well, if there are 13 images, then the player is cheating.

With up to eight images (plus one mage) we'd do this:

1 image : roll d6, caster is 1-3
2 images: roll d6, caster is 1-2
3 images: roll d4, caster is 1
4 images: roll d6, reroll 6, caster is 1
5 images: roll d6, caster is 1
6 images: roll d8, reroll 8, caster is 1
7 images: roll d8, caster is 1
8 images: roll d10, reroll 10, caster is 1
 


The spell description says "to a maximum of 8 images". So you won't have more than 8, even if you empower the spell ten times. Of course, when you empower it, you have (1d4+1/3level)*1,5 images, but that won't go beyond 8. Empower only includes numeric effects (or you could argue that you'd have 15d6 with an empowered fireball).

I don't charts with rerolling, and I don't have odd dice (got to watch out when I'm going on the Spiel next time, though ;-))

And in effect that is what you get when an 10th lvl caster casts an empowered fireball. Except that you only roll 10d6 and then multiply the roll by 1,5.
So you say that when that same caster throws that empowered fireball and rolls really good, say with the initial 10d6 he rolled 50, that the damage he does is only 60, because that is the max-damage of a (normal) fireball?

I've always ruled that the caster can be targeted normally with spells that don't require a touch or ranged touch attack. Otherwise the spell becomes too powerful. (It already is, IMO. Displacement offers less protection, less duration, and is higher level.)
