Misleading odds quotation?

I was reading a news story about the Nebraska lottery hitting the same number twice in a row in the pick 3 drawing.

The story states "The odds of such an occurrence? One in a million." Since the point of the story is that the same number hit twice, aren't the odds 1 in 1,000? 1 in 1,000,000 are the odds that 179 will hit twice in a row (not a particularly significant event). Plus, 1 in 1,000 isn't that impressive happening about once every 3 years.

Am I wrong in my math?
