You're correct that the mithral armor weight reduction applies ONLY to non-armor, non-shield items.

Why?

Because Armor and Shields gain a statistical benefit from mithral in the form of reduced Armor Check Penalties and Arcane spell failure, and increased Max Dex Bonus. Other items don't have similar encumbrance-related penalties, so they simply weigh less.

Except that every single example of mithril armor in the DMG also weigh's half as much.

I think the text in the DMG simply means that the ONLY benefit non-armor items get is the reduced weight, while armor get's the listed benefits and the reduced weight.

not that he needs support or anything, but I agree with caliban ... it's poorly worded (like much of that specific section).
