Mixing races with feats to create a new race

Let me set up this idea. I'm going to be involved in an occasional Wraith Recon game. I was told to make a weird character, the weirder the better, because the group will be about scaring the hell out of whoever they're up against. My mind immediately clicked to a Windwalker Genasi Dhampyr Swordmage.

Now to clarify. I'm using the Windwalker part because it seems to fit mechanically to the flavor that I want to invoke. The character will be resistant to cold and occasionally able to fly a bit. That seems reasonable for Vampire-like things to do.

In terms of fluff, this is how I view it: Long ago, things happened within the Elemental Chaos to create the Genasi. Over time, they turned into a truer race. Well, there are more planes than just the Elemental Chaos. Whether through outside manipulation or "conscious" decision, the Shadowfell created a being similar to the Genasi. Certain aspects of the undead, especially the vampire, went into this new race. It's a race that only really exists for player characters if they choose Genasi and their first feat is Dhampyr.

Are there any other examples that you've come up with where you can do, or have done, this same sort of thing? I know that there are only a few Heritage feats, and the Dhampyr one is the only Bloodline feat, but what other sorts of unique mixes for flavor have you come up with? Or, what feats do you hope will come out soon that will allow you to create something like this?

I know that you can theoretically do this entirely as fluff, but I'm asking for the mechanics to lend to the fluff.
