So in order to balance this out either you have to lower the damage or the attack total to equal 9 (PL) Then your Chiromantic Flashing Force attack has the same problem (ranks in FIGHTING 5 +Close Combat 5) =10 and the extra affect goes to damage of 12.The Sun ray Affliction goes to 12 alsoThen the Sunny Rays of Blazing Goodness is an Area Affect and as you dont need an attack roll too hit you can't trade up or down on it and so the max is the PL (9) max affect.Lastly I would re-read Activation as not only do you need a 15 to activate the extra Ranks for the power but you also need too beat the TN... second paragraph (assuming a Difficulty 10 check) &quot;If the check succeeds, the character gains the use of 1 effect rank per point the check exceeds the DC.
