The best permutation of this I've seen in the comics is when the supers are in some kind of sporting event- Baseball if they're playing against normal people, football or basketball if they're going against other supers.

You could even up the ante if villains are involved- say, as a version of "The Longest Yard." Or out of genuine interest in the charity (or favorable publicity to be gained), showing their good side...like Dr. Doom stepping up to bat as the DH while Johnny Storm is the pitcher...and throws the high inside heat! (Sorry, had to! )

Back in the 90s, my then group actually tried this. I came up with some rules for super football and we played a scrimmage. We only played a few downs, but it was a lot of fun.

A crane situated at the edge of a skyscraper goes haywire due to a sudden power surge, making the steel beam it's lifting smash into nearby buildings, sending people plummeting.

Don't foget the hot models too.

Here's one inspired by history.

At a crowded charity event in a towering hotel atrium, the topmost pedestrian bridge collapses onto a lower bridge. If the heroes are attending, quick reacting heroes may be able to save some of those thrown from the bridge. Many people are trapped, and the lower bridge threatens to collapse any minute from the stress and plunge 150 feet to the floor. Can the heroes prevent the lower bridge from collapsing? If not, can they save those trapped on the bridge? What about the priceless works of art being unveiled on the floor of the atrium? Whatever happens, it's sure to be headline news.

And afterward, who constructed the bridge? Was it foul play, or simple incompetence? Diligent heroes will want to know.

Rat Rodeo

An animal rights group breaks into a lab, freeing thousands of lab rats.

Some of them have contagious diseases. Some of them have been genetically altered.

All of them need to be found, and either captured or killed.

Roleplayers
A group of rich kids have decided they can be superheroes just as well as the rest of you so they put on costumes to go fight crime and look cool for their girlfriends. They have no powers, but might have some experimental Stuff from companies their parents might own. They get into trouble really quick, and the heroes have to bail them out.

And of course, there are some supervillains who'll go after anything in a cape...

Going Down?
You're in an elevator with others and the system fails, sending you hurlting dozens of stories towards the bottom. If you can't fly, you're screwed.. or are you? And of course there is that pesky Secret ID thing to think about...

A neighbourhood is either evacuated or quarantined. The heroes have to either help prevent looting, or help enforce the quarantine, keeping some elements in the city in and out.
