Modern or Near Future Campaign

I have the general idea of a campaign I would like to run. Set in a modern or near future setting. What I need is a system to run it.

The system needs to be able to support factions. I intend to have different groups available to the players that will work for or against depending on the players interactions with the factions.

The system needs to support customizing equipment. Adding or taking away bits and pieces from weapons armor or specialized gear is something I feel is crucial in immersion in a modern or near future game where things the players are familiar with can be modded in familiar ways.

A damage and healing system that reflects well if the player is shot in the arm. I am not shooting for sim quality realism, but I also don't want to break immersion by healing all wounds from a recent fire fight by a single extended rest.

I know it's asking a lot, but if there is a group of people that can suggest the system best suited for my game it's here.

Heroic level CHAMPONS would work.

It has hit locations, the ability to buy/scavenge equipment, but have signature gear as part of the character.

Add the brownie point system with a total for each faction and it tracks the willingness of each faction to deal with/supply support to each character.

The brownie point system came originally in Espionage, was published in Danger International, and later the Primus sourcebook.
 

Ahh modern campaigns. See this recent thread for more discussion on modern systems.

I'd say go for Savage Worlds if you're ok with leaving the d20 system. You'd have to come up with your own houserules for some of those things you were talking about though. Otherwise, I'm pretty sure Star Wars Saga edition could support all of those things with a minimal refluffing.

As I've just recently figured out, there's a whole world of systems out there. The only real way you can really know which system works best for you is to try them.
 

I'd probably hack Night's Black Agents, but that's really targeted towards investigation and super-spies. It'd be a weird fit for regular people. The upcoming Esoterrorists 2.0, also GUMSHOE, could work (but again, that's more X-Files.)

What do you want the campaign and the world to feel like? What are the PCs striving for?

I'm going to make a somewhat different suggestion:

Star Wars Saga Edition.

If you don't have it, you can still find quite a few of the books online in various outlets.

Factions? The Organizations rules in the "Force Unleashed" Guide allow you to make organizations, have "faction scores" you can keep on each player, and grant them perks based on their standing in the factions.

Custom Equipment? "Scum and Villainy" has rules for modding equipment in a ton of ways.

Wounding? The Condition Track system in the Core rulebook is a very simple yet effective way to give someone persistent conditions that don't bog down gameplay, but are, I assure you, VERY meaningful to the players. It's not geared to ultra-realism, but it works well.

That would be my take, anyway, should I want something similar.
 

Hmmm, gumshoe... I think i heard of that one. Wasn't there a thread on these boards of some one who played it and chased down a bad guy ontop of a roof. There was rain and they attempted to shoot the badguy. Im not describing it nearly as well as the original poster. I remember something to the effect of the character dramatically says "I pull"

The game is going to be a tad bit spy v spy with a little rambo and mad max maybe a touch of blade runner thrown in for fun and a dose of minority report and dirty dozen.
 

BTW thank you for the suggestions so far. I am familiar with a couple of the systems but Im hearing about some all new stuff and that's got me excited.

Spycraft might be a viable option; it's mighty heavy, but may be worth looking into. Gear customization / Bond-style gadgets are definitely a thing, and I believe factions / organizations are supported in their freelancer rules (for agents who aren't tied to a single faction). Damage is trickier, but I believe its VP / WP system is similar to that used in Star Wars d20.
