Modified elf and new NPC class, do these look about right.

I'm going to go for a little higher magic game, and since I like the idea of people with a little magical power without up and giving them a level of sorcerer, I'm wondering if this NPC class is about level with the adept, noble, and warrior. (If it ever comes up, commoners in my game are CR (lvl - 2), with a 1/4 CR at level one. But back to the topic at hand...) Would a character exactly like a commoner, only with the bard's spells per day / spells known charts based off the sorcerer spell list be about the same as the other NPC classes? Whereabout would the sorcerer-commoner power level lie?

Second, since I think that the 3e elf is a little too grandfathered in by some 2e assumptions, and I want something just slightly more fey and magical, I was thinking about swapping their +2 Dex for a +2 Cha, Favored Class: Wizard for Favored Class: Sorcerer, and lose Low-Light vision and free Longsword proficiency (they still have all bow proficiencies and Rapier proficiency, they just can't chose longsword instead of rapier) for Detect Magic 1/day if they have a 10+ Cha. Furthermore, would it be balanced to let elven sorcerers trade that last ability out for one more cantrip known, provided that one of their cantrips is Detect Magic? (Cha encouragement is good for elves, as is use of light or psuedolight weapons. Heavier weapons and no penalties for Cha dumping don't strike me as particularly elven.)

Anyways, just braindumping, but any feedback is appreciated.

How would the cast spells using bard chart and use sorcerer chart for known spells work? Either you need to greatly slow down the sorcerer chart, or else the class will know spells it can't cast. I'd just use the Bard known spells since it fits the bard spells per day.

Losing low light vision for detect magic once a day should be fine for the elves. THe Cha bonus and sorcerer as preferred class is also fine. Which ability are you talking about to drop for an additional cantrip?
 

I was just trying to make it clear that the spell list was the wiz/sor list instead of the bard spell list. The spells castable and spells known are both based on the bard, but the brd spells are a little too... themed for a generic populace. (Well, as generic as a wild talent based population can be. Still, even the one or two percent of the population who've been randomly gifted are unlikely to show performance related gifts.) I have a feeling that this is easier to understand than it is to explain, but in short your sor-com could learn Magic Missile at second level, but not Cure Light Wounds.

And the swapout is the free casting of D.M. itself. Just a feeling that if you have sorcerous abilities and sorcerous abilities, they'd be better connected than as two seperate things to keep track of. Again, it's one of those high concept things that looked good in pixels, I just wanted some feedback. The rest of it I was sure was solid, I just wanted to to double check before I put it on the table, I'm just paranoid.
