I'm going to go for a little higher magic game, and since I like the idea of people with a little magical power without up and giving them a level of sorcerer, I'm wondering if this NPC class is about level with the adept, noble, and warrior. (If it ever comes up, commoners in my game are CR (lvl - 2), with a 1/4 CR at level one. But back to the topic at hand...) Would a character exactly like a commoner, only with the bard's spells per day / spells known charts based off the sorcerer spell list be about the same as the other NPC classes? Whereabout would the sorcerer-commoner power level lie?
Second, since I think that the 3e elf is a little too grandfathered in by some 2e assumptions, and I want something just slightly more fey and magical, I was thinking about swapping their +2 Dex for a +2 Cha, Favored Class: Wizard for Favored Class: Sorcerer, and lose Low-Light vision and free Longsword proficiency (they still have all bow proficiencies and Rapier proficiency, they just can't chose longsword instead of rapier) for Detect Magic 1/day if they have a 10+ Cha. Furthermore, would it be balanced to let elven sorcerers trade that last ability out for one more cantrip known, provided that one of their cantrips is Detect Magic? (Cha encouragement is good for elves, as is use of light or psuedolight weapons. Heavier weapons and no penalties for Cha dumping don't strike me as particularly elven.)
