Modron clash - need some ideas

With the tune thing, it would be cool to include constructive and destructive interfierance in the adventure somehow. Perhaps the thing emits waves of chaos outwards that exactly cancel the chaos (weather) coming inward. Modron leader A likes this, and believes it is ok to harness chaos for lawful ends, but Modron Leader B doesnt like this, as it thinks that chaos can never bring about law. Both are in a sense correct. But, of course, neither is aware that further out than they can detect, the waves the machine emits seriously monkeys up the rest of the continent.

Further on that idea, when the PCs accidentally mention this, Leader A wants to perfect the machine to fix the chaos, and Leader B wants to destoy the machine, based on this new data. But the chaos can never be fully canceled out on the Material plane, only concentrated in a specific area. So in 99 percent of cases, the waves of chaos cancel the worlds chaos. But in that 1% of places, the pulses of chaos peak together, causing highly locallized chaos, perhaps pulling pieces of Limbo into the material plane, or vice versa.

Leader A is willing to let this happen, as it keeps most everyone happy.

Leader B, on the other hand, would rather live with a regular and retitivly equal amount of chaos everywhere, it being the lesser of two evils.
 

Interesting. These are all quite ideas, really. I'm just kind of overwhelmed with the whole premise. It's... well, different.

What I was kind of thinking was that I could use something like the clockwork machines from ToH or MMII. That, there would be an adamantine horror somewhere in the clockworks mucking up things. So, that would be the first step - to remove the interference, and then after that they would realize that there was something else - this clash of differences between the two leaders.
