Actually, it's a slight hindrance in case an effect ever prevents Strength-based powers or reduces Strength? Why would anyone make their Damage powers based on Strength, in that case?</p><p></p><p>EDIT EDIT: Hmm, so there are 3 ways I can interpret this section, using my PC as an example...
