Monk/Psion PrC - Balance?

A friend of mine is looking for a decent Monk/Psion combination, but because of the Monk's UBAB it's hard to do, so we tried to make up a PrC to achieve this.

What do you think about the following draft?
Is it balanced? Overpowered? Underpowered?

Any comments appreciated!

Requirements

Alignment: Any lawful.
Skills: Balance 8 ranks, Climb 8 ranks, Jump 12 ranks,
        Knowledge (psionics) 4 ranks, Tumble 12 ranks.
Feats: ???
Manifesting: Ability to manifest at least one 2nd level Psychometabolism power.
Special: Leap of the Clouds class ability.

You've got to tell us what some of the abilities mean, eg fight anywhere.

Furthermore, you need to be able to gain extra psionic feats (perhaps from a list, eg Psionic Dodge, Up the Walls, etc).

You also need to keep in mind that with a 9th level minimum, this PrC has rougher requirements than just about all the WotC published PrCs, and is roughly on par with Arcane Trickster (from TnB).

In general, classes with tougher requirements are also expected to have higher returns, so this is probably underpowered.

Monk Abilities (OA Henshin Mystic) - Add Monk level and PrC level together to calculate Monk UBAB, AC bonus and movement bonus.

Acrobatics (OA Blade Dancer) - competence bonus to Balance, Jump and Tumble checks.

Fight Anywhere (S&S Thief Acrobat) - no penalties for fighting while balancing, climbing and such.

Maybe the requirements are too much, I have mainly used the skill requirements from the various classes (Blade Dancer and Thief Acrobat) and tried to keep the power level in line with the Arcane Trickster (not as good in manifester level progression, but better Hit Die, BAB and the very powerful Monk Ability progression).

The Shapeshifter from OA should also be a good comparison, besides the Arcane Trickster.
