Can a monk who flurried in his round use other (nonmonk and because of this non flurry) weapons (like a longsword or even a reach weapon like a guisarme) for AoO and if yes does this AoO get the -2 penalty for flurrying?

From the 3.5 SRD, under unarmed strike: "a monk may even make unarmed strikes with her hands full."

From the 3.5 SRD, under flurry of blows: "When doing so, she may make one extra attack in a round at her highest base attack bonus, but this attack takes a –2 penalty, as does each other attack made that round. The resulting modified base attack bonuses are shown in the Flurry of Blows Attack Bonus column on Table: The Monk. This penalty applies for 1 round, so it also affects attacks of opportunity the monk might make before her next action. When a monk reaches 5th level, the penalty lessens to –1, and at 9th level it disappears. A monk must use a full attack action to strike with a flurry of blows.
When using flurry of blows, a monk may attack only with unarmed strikes or with special monk weapons (kama, nunchaku, quarterstaff, sai, shuriken, and siangham)."

So. If the monk is not using flurry of blows, he may definitely make attacks of opportunity with any weapons he is carrying, regardless of their type.

If he is using flurry of blows, it depends on your interpretation of the rules. The way I'm reading it is that the flurry of blows itself only lasts for your full-attack action, while the -2 attack penalty carries on for a full round. However, I can certainly see how it could be interpreted the other way (you are still 'using' flurry of blows until the start of your next turn), and I am not enough of a rules guru to give you a certain judgment. I can say with a fair amount of confidence that there is no way to use FoB and then get AoO using a non-monk weapon without taking the -2 attack penalty, other than getting more levels of monk.

This may be giving me an idea for a great NPC; a monk who repents some crime or failing in his past, and fights mainly using his feet, with a long chain wrapped around each of his forearms, sort of symbolizing his self-imposed imprisonment from happiness. In combat, he unwinds the chain enough to be able to flick it out, striking an opponent in the blink of an eye. This could actually be a pretty cool fight, as far as description goes. The chain would snake out, striking an opponent; then, while the opponent is making his attacks, the monk is re-winding the chain with pumping motions of his arms, so it forms a thick cocoon around one forearm just in time for him to deliver a powerful punch. Of course I wouldn't give him any game-mechanics bonuses for using the chain that way, it would just look cool.

Sounds like Scorpion out of Mortal Combat. Add in the Lasher PrC and you're gonna be a wicked NPC. Ahem, "Get over here!!"
