ok, thanks, I was thinking that both power attack and weapon focus required an actual weapon.

Does this mean that a sorcerer with power attack or weapon focus can use sorc. powers if they are also melee powers and include PA and WF bonuses to them with a dagger implement?

Weapon Focus requires you use a weapon (meaning an item that counts as the weapon group that you selected) but it does not require it be used on weapon attacks. Weapon Focus is fine with either implement a sorcerer can use.

Power Attack requires that you be making melee attacks, and does not specify weapon attacks. If you use a two-handed weapon, the bonus goes up, but that's not an issue with daggers. Sorcerers can use Power Attack--if they use Sorcerous Blade Channeling and the attack is a melee attack.
