There actually is a feat that disallows casting defensively completely (altho, that's probably a bit too much for just a feat) somewhere in a recent book (Complete Warrior? Player's Guide to Faerûn?).

Spellcasting Harrier was updated by the Draconomicon; it's no longer a penalty of half your level to Concentration checks for those who cast defensively near you.

It simply disallows defensive casting in your threatened area. Period. End of story.
