Monster advancement tool

I'm looking for a tool whereby a user could select a monster and then advance said monster or add templates to said monster in easy fashion. Perhaps the user could select a monster, and then drag and drop a template or click a button to advance the creature's HD and then be presented with options to select attribute increases, skill rank increases, and feat choices. Ideally the application would output the altered creature in the MM4 format.

Is there anything like this out there? Thanks.

Haven't taken a look at the MM4 format, seriously have never had a request for it but...
NPC Designer handles pretty much everything you stated.

Except for the MM4 output, you can advance monsters in PCGen.
