Any character can pick up this cantrip thru a feat. “You use your spell casting ability for your attack and damage roll.” Which ability does a non-spell caster use?

The last line of the feat tells you it's based on the class you grabbed the spells from.

Get them from Wizard and it's Int. Bards do Cha. Druids Wis. Warlock you get to pick.

The AG classes that get this cantrip normally use only Int or Cha as casting attributes, but I'd allow a Monster Hunter to choose Wis as well.

Another option could be (since this Feat is probably taken by "martials") to just ignore the spell casting attribute for the "altered strike" (as it probably wouldn't matter in regard to counterspell and things like that)

The feat also has a level requirement of 8th level, so no chance a fresh adventurer just out of "adventurer school" could hurt monsters only vulnerable to certain materials.

Also altered strike has V,S,M components. Since they probably won't have a feature that lets them use a weapon or shield as a spellcasting focus they still need a free hand to cast altered strike.

Except it’s not coming from the Mystical Talent feat, but Monster Hunter (referenced in the post’s title).
S'truth. I'm just pointing you to a solid answer based in the rules.

If the line is missing in the Monster Hunter feat to tell you what the spellcasting attribute is, defaulting to what another feat uses as the spellcasting attribute makes the most sense.

The whole "Specific beats General" thing applied as guideline/structure.

Not sure what RAI was, but I would just add "may" to the spell. If you don't have a spellcasting ability, or if your strength/dexterity are higher than your spellcasting ability, just use the normal modifier for the weapon attack.

Given the effects, it wouldn't really create a power concern.
