In the new Monster Manual, next to a Monsters abilities the is a modifier number Such as:

Strength = 25 +14

Is the +14 the number the monster adds to his d20 attack roll to hit a PC? Thanks

The +14 is their ability modifier + 1/2 their level, used when they do an untrained skill check or an ability check. The number in their attack block is what they roll to hit.

Those are for skill and ability checks, not attacks. For attacks, look at the power description.
 


You might want to review the information about how to read a monster writeup (on page 7). You can't necessarily rely on experience from the last edition or expect everything to be obvious without having read the introductory material. (And, for that matter, the Glossary on pg. 280; I've seen more than one silly online discussion that wouldn't have started if someone had checked the Glossary before posting.)
