That line in their Turn Resistance is calculating their existing hit dice as the write up has it (5 hit dice). If you increase the hit dice, then the turn resistance stays, and it is turned as its new hit dice + 2 turn resistance.

Yes, I understand what we *think* it's saying based on how 3.0e did things. However, 3.0e also explicitly said +2 turn resistance, while this is actually giving a constant number. I'm wondering if this is indeed a change from 3.0, and I'm also questioning why on earth this change would be done in the first place.
 

This isn't a 3.5E change. For one, it would make no sense if it was changed the way you said. For another thing, it does explicitly say "+2 turn resistance". Look at the first entry in the Special Qualities line.

As Alzrius already said, the monster's SQ line explicitly says that it has +2 turn resistance. The fixed number in the Combat section is more of an ease-of-use addition (not that I think this is really necessary in this case). Think about it - if it were totally fixed, Save DCs against monster abilities would also be fixed, and not based on the monster's HD and ability scores (and thus wouldn't inprove for advanced monsters, which they do).
