Monsters as Characters and Levelling

I am aware of the ECL and HD Adjustment of a Monster Progression chart, but am wondering one thing. If a monster's progression chart is made, and it has 8 levels to become a standard monster, available to go into other classes instead of monster classes, does the monster have to wait until it is fully progressed as a monster BEFORE it can take a class in rogue or whatever class it would like?

In other words, for the progression chart, it has it spread out over 8 levels. Do all first 8 levels have to be in the Monster Class? The reason I ask is that the HD for some monsters would be equal or less than an 8th level wizard. Is there a clear cut answer to this? I do not have the Savage Species book, which would probably ansswer this, but I guess this is the next best place to ask...

Going by the rules, yes. You need to progress fully in the class before taking levels in regular core classes. I know of a few groups that ignore that rule. IMC, I make the players take all the levels in the monster class.
