monsters with epic feats

In any event, PCs and NPCs are different animals (look at wealth per level for an example how, even with just a flat human vs. human scenario). I see nothing wrong with monstrous PCs "qualifying" for epic feats at a different class level than monstrous NPCs of the same class. Just another example of how PCs are unique and special.

My recommendation is CR 21 for monsters. It's easy to remember and makes some sense. ECL is a BAD measure for NPCs because it's not made for them (ECL is for PCs, CR for NPCs, or so the designers tell us).

I allow Epic feats once total HD (monster + class or monster only or class only) equal 21 or higher for both PCs and NPCs. Of course, that messes with those few PCs who have LAs but 1. that's not normally a problem in my games and 2. that's part of the price you pay for an LA! I like it better this way because even (insert name of a certain poster who is, um, dazzling us all with his brilliance at the moment) could understand... I hope.
