In theory I see your point.

But in practice I'm having great trouble seeing it. The Scout NPC is decidedly low-level, in some cases outshone even by level 1 characters.

And in general, you have to work *very* hard to find NPCs equal to player characters at any tier of the game.

Sure it's possible to have a CR 9 Champion accompany a third level party, but that's light years from what's happening in practice.

In other words, there is a space between hopelessly squishy Scouts and, say, the Warlord from Volo's. A very large space, I might add.

You can't argue "either Scouts or its overshadowing". Not when the party is level 8 (as in this OotA example).
