Morale Rules

Has anyone developed a set of morale rules for 3rd edition or have a working morale system in their game? We've been trying to figure one out but can't seem to get it right. I've also been searching for some online but can't find any.

Let the creature make a will save (Fear) against a ) situation dependend DC:

Situation: DC
Creatures outnumber PCs AND are obviuosly stronger : 0
Creatures outnumber PCs OR are obviuosly stronger : 5
Creatures are 1-on-1 with the PC's Power and number wise: 10
PC's outnumber Creatures OR are obviuosly stronger : 15
PC's outnumber Creatures AND are obviuosly stronger : 20

Modifier to Saving thorws:
Creature is slightly wounded -2
Creature is wounded(less then half HP) -5
PCs reputation +/-2
PCs intimidated succesfully -2
Monster is clever enough to know "When to run to fight tomorrow" -5
