More detailed spellfocus?

A player of mine wants to go into the elemental savant prestige class, focusing on air/electricity.

He was asking me if he could get a more detailed Spell Focus feat, not 'just' evocation, but just focussing on air spells (or electricity, for that matter).

He said there is a Dragon 314 which contains Water focus and Earth focus, which give +1 DC to ST (like spell focus), but +1 CL if the spell has no Save. He wants something similar for air and for electricity (two separate feats).
I do not know where he found that, for as far as I am aware we both do not subscribe to Dragon magazine.

Now I am of course willing to do this, as it seems not too powerful, but I do not know all electricity and air spells.

Who can assess this easily and tell if it is powerful or weak?

Forgive me if I missed something, but why not just take the Spell Focus feat as written and change it to "Elemental Focus"; same exact rules but instead of picking a school of magic you pick an elemental type? That seems almost perfectly balanced since it's using an already-existing feat and just allowing it to apply to something different.
 

It is already part of the Prestige Class and is called Energy Focus.
In addition he gets Energy Penetration. All these are for the chosen element.

If you allow that new designed feat to work he must never think about spell schools anymore. He just can use all conjuration and evocation and abjuration energy spells with just one feat for more effect.

Otherwise he has to take one feat for each school, which would be far worse than 1 feat for all schools since all his energy spells are of [electricity] anyway.
The +1 CL is very important for many spells from conjuration school since they often have no save and thus grant an additional Damage Dice.

I wouldn't allow it but it's your campaign. Perhaps try it with a failsafe agreement: If the DM comes to the conclusion that it's to effective for 1 feat it's his right to change it back to core rules.
