More feats, fewer choices

To my mind, making a decent wizard feat require charisma just makes the inevitable min/maxing a bit more interesting.

If you envision your wizard as a man with a powerful gaze who captures the attention of those around him, you might be inclined to give him a high charisma. In my experience, however, players are a bit loath to boost a stat with minimal game relevance, even if it fits their concept. No one likes to miss in combat, and trading points of int for cha does mean you're going to miss a bit more often.

Throwing out a couple wizard feats with combat implications that require charisma gives people who want a high charisma wizard a little bit of a carrot to pursue their concept. On the other hand, I don't think folks who envision a low charisma character are going to feel the need to boost charisma just to get a couple feats! They're more than compensated by an extra +1 (or even +1/2) to hit and damage.

Basically, this allows normal min/maxing to happen with a bit more variety, thus accomodating a wider range of concepts.
