Ok. I have a true lycanthrope Werewolf NPC in the party.

If she were hasted, could she use a standard action to change into wereform, and then have enough actions (Due to haste) left over to attack, atleast once?

It is the portrait of a Dark Archon, a unit from the RTS game Starcraft: Brood War (a simply great game). Dark Archons are essentially big balls of negative energy.

Of course, since you can take your Hasted partial action before or after your normal actions, and since most standard actions (performed without a move) can be performed by a partial action, it'd make more sense to shapechange as a Hasted partial action, and then make a full attack.

Unless you were more than 5' away from your target, obviously.
