Most superfluous rule?

What rule gets your vote for the most completely superfluous (excessive; redundant) rule in 3rd edition?


My vote is for "Favored Class". Completely unnecessary, IMHO.

What's your candidate?

I would argue that it isn't even a free action. Talking comes naturally and you can talk unless you're either in too much pain or concentrating too hard to make your lips move. But alas, everything must have it's action type.

Whoa... wait a minute. Does speaking use up your free action for that round?? :uhoh:
 

Paladin/Monk multiclassing restrictions certainly are way up there.
Favoured classes should probably get a place on the rostrum.

Other things are different amounts of starting money by class (since it won't matter an hour into the game) and some of the skills that are too specialised.
 


Not really a rule, but it has rules....the Toughness feat. It's a waste of space. Luckily it doesn't take up much space.

It's definitely superfluous, but rarely does it matter. I'm going to go out on a limb for something possibly less superfluous, but having more effect:
Cross-class skill penalties
