Note, this is actually one CR too high (you could at most have a CR 14 creature with a fly speed at 18th level according to the DMG; forgot the size increase CR change at first ;)), but it's probably good enough as an example of what is quite possible, and if the DM is lenient enough, he or she could allow it to you at 18th level already). :)

Nope, you just need to be a 19th level paladin (one too high, as explained above).

Here's a really 'simple' one available at 18th level:

I strongly recommend the Elephant. :)

The elephant is CR 7, so following the alternative mount advancement rules in the DMG, you'll get full paladin's mount advancement for your elephant. i.e. base hit dice 11, +8 extra special mount hit dice, and the rest of the Paladin mount abilities (str 34, con 21, ac 25 + barding?, hp 180, SR 23, improved evasion)

Some of the manufacturers have made miniatures of Giants riding Elephants.

Alternatively, there are lots of dinosaurs that would work, but they might be too close to dragonkind. Likewise, various advanced dire animals can be huge size.

Thanee's suggestions are neat, but I think the DMG sets a CR max of 8 or 9 for Paladin Mounts. Even if a GM allowed higher CRs, than you start losing the full paladin mount advancement, so I recommend keeping the base mount CR as low as possible.

yes, in the DMG it seems that a griffon is the highest CR mount... :\
