Mounted characters and movement

Lets say a mounted character moves 30 ft.

The movement is technically the horse's movement and uses his speed and other stuff. Does that mean the mounted PC does not need to spend a move action, since it is technically his horse moving?

Correct. See Mounted Combat on pp. 156-157 of the PHB. The main restriction is that you can't take a full melee attack if your mount moves more than 5'; other than that, you can take move + standard actions or full actions freely (including full ranged attacks).

Keep in mind the 'Stay In Saddle' check and other Ride skill related rules.. its very possible to be a mounted character who can't do *anything* but hang on
