Mounted Combat stat block - 1 creature or 2

How do you write up a stat block for a mounted fighter?
do you do them as two creatures fighting together (the rider and horse both get to attack right?) or do you create some kind of hybrid block (treating horse and rider as one creature with multistrikes?)

*I've never had a mounted attacker vs the PCs before - so this is somewhat novel for me...

The Standard Stat Block Foudation suggests treating non-combat mounts in the Equipment section, IIRC, but for combative mounts, use two stat blocks.

What Mark said. It needs its own stat block if it's fighting.

If it's not fighting, you can look up its stats easily if the need arises (someone tries to snipe it out from under you, etc.).
