movement pushing/pulling weight

Is there a penalty to movement while pushing or pulling weight? The only thing I can see is that conditions modify the maximum load. Assuming normal conditions, Joe Citizen with Strength 10 and movement 30 can do 3 miles/hour pulling 500 lbs. That doesn't seem right to me.

When you're pulling/pushing beyond your max weight limit, I'd put you at heavily loaded. But that would be a house rule/interpretation, since it's not explicitly spelled out anywhere (that I know of).
 




Good question. I guess, reading this, I might rule:

Lifting and Dragging: A character can lift as much as his or her maximum load over his or her head.

A character can lift as much as double his or her maximum load off the ground, but he or she can only stagger around with it. While overloaded in this way, the character loses any Dexterity bonus to AC and can move only 5 feet per round (as a full-round action).

A character can generally push or drag along the ground as much as five times his or her maximum load. Favorable conditions can double these numbers, and bad circumstances can reduce them to one-half or less.

A character who is attempting to drag more than his or maximum load falls under the same rules as someone who is lifting more than his or her maximum load over his or her head.

Move 5' as a full-round action, no Dex bonus, etc.

I'd also rule that the dragged weight is independent of your normal encumbrance, so someone with 100 pounds of carrying capacity (10 Strength Medium Humanoid, for instance), can drag 100 pounds of stuff without too much difficulty. If he tries to drag more than that, he loses his Dex bonus, and can only move 5' as a full-round action. He can drag up to 500 pounds of stuff under normal circumstances.
