I'm an avid reader of the Mozilla Blogging Project and noticed this post today regarding new map making software based off the Mozilla codebase. It is designed to create maps as SVG (scalable vector graphics) images.

They state it will soon be hosted at Mozdev which seems to confirm that it will be free software (both free as in price and free as in source code availability).
Just something to keep our eyes on.
